What's so difficult about the notion of controlling our borders, and enforcing our laws?

...maybe a lot if your vision is for a North American Union.

This is making more sense to me now. Bush really does want to move more in the direction of open borders with Mexico. So that explains why he's so obviously uncomfortable with the whole border issue...he doesn't want to control the border at all.
